Is there a federal law that states schools can only teach Abstinence sex education?

I'm doing a presentation for school and I keep finding articles talking about a federal law that mandates teaching abstinence only in sex education.for example: http://www.rethinkingschools.org/sex/sexmain.shtml

I did not know this even existed. This article is a few years old. Is this still in affect?

Many schools must not know of this law since there are condoms being distributed in some of the classes.
